The Queen City darting Association (QCDA) shall govern the four-person league through a league Committee (herein called the Committee). The Committee’s Chairperson is the vice-president of the QCDA and the remaining Committee members shall be selected by the Chairperson, presented to the full QCDA board and approved by the board. All Committee Members must be active members of the league. The Chairperson will, to the best of his ability, get Committee Members who are a fair representation of all levels of play and league establishments.
Any changes to the League Rules and Regulations will be approved by a majority vote of the QCDA Board with the general membership and current team captains being notified of change. Where a conflict exists, American Dart Organization (ADO) rules shall supersede QCDA rules.
The Committee will be responsible for registration of teams, QCDA membership applications for a new season, establishing ratings for new players, collecting sponsorship fees, assigning teams into divisions, league scheduling, keeping a current list of all participating establishments, keeping a list of all original/replacement team members, listing of all subs and which division they play in, listing of all Committee members, as well as the handling of all protests/grievances/forfeits which may occur during the league. The Chairperson is responsible for calling Committee meetings as needed and keeping a written log of all protest/grievances/forfeits. The Chairperson will present a Committee report to the QCDA board including details of all protests/grievances/forfeits, when the Chairperson was notified, when the Committee responded and the Committee’s decision. The Committee is also responsible for ensuring that all boards, lighting, throw lines and marking equipment are adequate at the beginning of the league season.
The Chairperson will appoint a league statistician. This person will gather the league score sheets, keep team standings, keep individual’s win/loss records, notify the Chairperson of protests (etc.) noted on the score sheets, keep a record of replacements, keep a record of subs and their point rating, turn any money received over to the QCDA treasurer, give QCDA membership applications to the QCDA secretary, and note any illegal use of a sub/replacement to the Chairperson. The statistician shall also be responsible for mailing of weekly stats. The statistician will be paid a fee of $10.00 per team per season. The Committee shall be informed of where the stats are mailed – either to the establishment or to the rep.
A Committee member may be replaced at the discretion of the Chairman or by the majority vote of the QCDA board. If the QCDA board is not satisfied with the job performance of the Chairperson, the board has the right to replace that person. Any changes in the Committee members will be noted on the league stats.
The Committee will advise each establishment of the team registration deadline for the upcoming season. The establishment’s representative will receive this information as well as QCDA membership applications and registration forms. Registration forms are to be completed in detail so the schedule will have the proper information. These are to be given to the Chairperson with the $30.00 per team sponsorship fee. Each team player’s name, address and phone number(s) should be included.
The $30.00 sponsorship fee can be paid by an establishment or by the team players. If paid by the team players, those players are responsible for finding a home establishment which to shoot out of. If unable to find an establishment, contact the Chairperson and/or a Committee member for assistance.
QCDA membership dues are $15.00 per year – running from October 1st through September 30th of the next year. Any new member must complete a QCDA membership application. For league, which begins in October, everyone must complete an application and pay $15.00 membership dues. Dues must be paid in the form of a check or money order.
The first night of league each team will pay $60.00 for league AND each team member will pay $15.00 for QCDA membership (if not a member). If a sub is used anytime during the league, that sub is responsible for only the $15.00 membership dues. One-week grace period will be allowed for the payment of the $60.00 league dues. TEAMS WHO HAVE NOT PAID THE FULL $60.00 LEAGUE DUES BY THE SECOND LEAGUE NIGHT WILL AUTOMATICALLY BE SUSPENDED FROM LEAGUE PLAY FOR THE SEASON! THERE IS NO GRACE PERIOD FOR QCDA MEMBERSHIP DUES!!!
The QCDA will require a $15.00 return check fee for any check that is returned for any reason. The check will be resubmitted to the bank – if it is returned a second time there will be a $25.00 return check fee implemented. If not paid at that point, the team captain will be responsible for the funds or the team will be suspended from league play.
The Committee is in charge of the organization of the league banquet. Only original team players and replacements can attend the banquet at no charge. The Committee will set a charge for any guests that may wish to attend.
The banquet will include catered food and any other activities the Committee votes on. The Committee will put out some form or announcement at each establishment with the information regarding the banquet.
The Committee will call a captain’s meeting after the Committee has completed the scheduling and revision of the rules and regulations. The meeting us usually called one (1) week before league play begins. Every team must have a team member present -–no one else can represent that team. Any team that does not have an original roster member present will be penalized 5 points per team, which shall be applied after the first night of league play.
The Chairperson shall review all teams, divisions and rules & regulations. Divisions of play will be decided using the team score in the QCDA Point Rating System. Anyone who feels his or her score is not realistic should contact the Chairperson. Committee members will be present to answer any questions regarding rules & regulations.
The team captain’s and /or representative are responsible to the QCDA and the Four-Person League for:
1. Making sure all players are QCDA members before play begins. This applies to any player, whether an original, replacement, or sub.
2. Making sure that there is a suitable sub when needed. See Section 11.
3. Making sure the score sheet is completed properly. The scheduled date, division, the team name, the player’s FULL NAME at the top, etc. The first infraction to fail to complete the score sheet correctly will result in the team captain being notified. The second infraction will result in a one (1) point penalty. The third infraction will result in a two (2) point penalty and the captain coming before the Committee. The Committee will have discretion to apply further disciplinary action.
4. Making sure the visiting team is aware of where to stand on the throw line (front or back of the line) before match play begins. This will avoid questions during league play, as well as avoiding foot fouls.
5. If there is a protest, ensure that proper procedures are followed. See Section 12.
6. Making sure all players are prompt so league play can begin on time. See Section 9.
7. Ensuring that all subs are identified and meet all the requirements of a legal sub (rating score, membership dues paid) prior to match play. See Section 11.
8. Making sure that the score sheet is placed in one of the designated drop boxes by Wednesday 8:00 PM following Tuesday night league. It is the home team captain’s responsibility to get the score sheet to the drop box by Wednesday 8:00 PM deadline. See Section 15.
The team members are made up of 4 players to a team. No team can carry any other players/subs on their roster. All league players, original/replacements/subs, must be QCDA members. Each establishment will have QCDA membership applications. A player can only play on one team per league night (see section 11).
If a team member is on the original registration form, and has been replaced, that person can appeal to the Committee for status as a substitute or replacement for another team. This information will be noted on the league stats if approved by the Committee.
A team player cannot resign from one team and join another team after registration. A person who has quit/resigned from a team cannot play for any other team during that season. If that person plays for another team, that team will be penalized. The Committee will decide the penalty.
The same rule applies to any player whose team has dropped out of league for that season. If a team dissolves during a season, a player can appeal to the Committee for status as a sub or replacement. If approved by the Committee, it will be noted on the league stats.
In case of any match not played, the two teams involved must play the match by the following Tuesday. See Section 13.
All league players, (original/replacement/subs) are to conduct themselves in a courteous and sportsmanship like manner at all times. Any misconduct should be reported on the league score sheet. An investigation will take place where both sides are heard and a decision rendered by the Committee within two (2) weeks of receipt of the complaint.
If an establishment refuses to let a barred player into his/her establishment “on good behavior” for that night for a game, the affected team can:
· Get a suitable sub
· Request the teams play at a neutral establishment, or
· Play handicapped
If a player gets barred during league night, the bar should notify the Committee so an investigation can be implemented. The Committee will decide if the member’s behavior warrants having sanctions placed against him/her.
Matches are scheduled for Tuesday nights. ALL DIVISIONS BEGIN AT 7:30 PM. The traveling team should be at the designated bar and ready to play at the designated time.
Format of play: All matches are best 2 out of 3 except the team match, which will play one time.

The diddle shall be as follows – ADO Rules:
All matches will begin with the flip of a coin. The coin toss determines who has the option to diddle first. The winner of the coin toss may elect to throw the diddle first or have the opponent throw first. The dart closest to the bull shall throw first in the game. The looser of the first game has the option of throwing the diddle first or having the opponent throw first. If a third game is necessary, the loser of the original coin toss has the option of diddling first or having the opponent diddle first.
The second diddler may acknowledge the opponent’s dart as a single/double bull and may request that the dart be pulled before the second diddle occurs – this is only when a bull is thrown first.
Should the second thrower dislodge the first dart, a re-throw will be made with the second thrower going first. Re-throws can also be made if both darts are equal distance from the bull on any re-throw; the second thrower will throw first on the re-diddle.
When playing doubles or team match, any player can diddle, regardless of team line up.
Doubles matches only – the winner of the diddle calls either 601 FIDO or slop score cricket for the first match. The loser of the first match must call the game before the diddle, and has the choice of the diddle. If a third game is necessary, the loser of the original coin toss has the first option to diddle. The winner of the diddle has choice of game.
No more than five (5) minutes may elapse between matches. After the practice session, each player will only be allowed nine (9) darts before the match begins. Once the match begins, there shall not be an interruption of play without first notifying your opponent (i.e. going for a beer, buying cigarettes).
No unorthodox method may be used to determine the outcome of a match (such as a coin toss). The Committee will become involved and will do a thorough investigation of the situation and make a decision. The Chairperson will contact both team captains and have them tell their version. The Committee will discuss and make a decision. Both team captains will be advised of the decision and their right to appeal.
TIES: If two (2) teams are tied at the end of the regular season, the Chairperson will be informed. A playoff match will be set to determine a winner. The format will be as a regular season match. A Committee member must be present and will take the score sheet to the Chairperson.
Each person on the top three teams in each division will receive an award to be given out at the banquet.
Each person having the best win/loss record in each division will receive an award. (Based on the number of games that can be played, i.e. with eight teams in a division the number of games won would be divided by 28, seven teams in a division would be divided by 24). (Subs are not eligible.)
Each person hitting the highest out in each division will receive an award. (Subs are not eligible).
Every player is eligible to receive a 8T0 certificate issued by the ADO.
Stats will include best win/loss records, high outs and 8TO’s for each division.
Any player who takes out a 7T0 will receive a special award.
Each establishment who sponsors a team for two or more consecutive seasons will receive a large plaque from the QCDA. They will receive engraved plates to be attached to this plaque for their sponsorship.
Any substitute player must be a QCDA member. A QCDA membership form shall be completed and remit a check/money order for $15.00, which can be turned in with the score sheet.
All subs must be correctly indicated on the score sheet.
When a sub is used, both team captains must verify that the sub is rated and agree on their eligibility to play.
Sub(s) cannot come from another team in the same division they are playing in, and a substitute may not sub for more than one team on the same night. (See section 7)
No more than two (2) subs per team can play.
Once a sub is recorded on the score sheet, that sub will play all matches even if the original player shows up.
A legal sub cannot have a “points rating” of more than 100 points higher than the person they are subbing for. If a player who needs a sub is below the minimum rating for the lowest division, a sub with a rating not greater than the minimum rating for the lowest division may sub for that player. Applies to subs in all Divisions except Division 1.
A protest will be considered after a match only when a sub was rated more than 100 points higher than the original player they were subbing for.
The league statistician reviews all score sheets and reports to the Chairperson any use of a higher rated sub. If the opposing team has entered a protest, the Chairperson will call a Committee meeting to hear the protest. If no protest has been entered the Chairperson will notify, in writing, the team Captain who used the illegal sub. If a team captain who has been notified in writing of an illegal sub violation uses any illegal sub in the future he will be required to appear before the Committee, and shall be subject to any penalties imposed by the Committee.
Any person wishing to sub who does not have a “points rating” can obtain one by attending one of the rating sessions before the night of league play. A new member can also request to be rated on league night by at least two members of the rating committee if they are available. The rating committee members are under no obligation to rate players on the night of league but may do so if they wish. If no rating committee members are available or willing to assign the rating the team captains (or team designee) will each assign a rating and the average will be used. No unrated player can sub (SEE SECTION 16)
Replacements must meet the same 100-point rule as a sub would. All replacements will be listed as a sub on the score sheet until the Committee approves them. The team captain shall contact the Chairperson for a hearing on the replacement.
When a match is protested, the word protest must be written in bold letters on the score sheet. The protesting captain must write the reason for the protest on the appropriate side of the bottom of the score sheet AND must notify the Vice President (League Chairperson) by 8pm Thursday. The other captain may write a response if desired. Please keep the remarks professional!
The match must be played – No Exceptions!!
When a protest is received, the Committee must act within two weeks. If no contact has been made within the two weeks, either team captain should contact a QCDA officer (President, Vice President, Secretary, Treasurer or Executive Director).
The League Chairperson will call a Committee meeting, which shall be held with the two team captains present. Both captains will give their comments and explanation. The Committee will discuss the situation and make a ruling. The Committee’s decision will be given to both team captains. Both team captains must adhere to the ruling.
If a captain / team member/ person disagrees with the Committee’s decision then they have the right to appeal. An appeal is filed in writing to the President of the QCDA within two weeks of the Committee’s decision. The appeal will be brought up before the full QCDA board with both team captains present. The board will make the final determination on the outcome of the protest.
Conflicts: No QCDA board member OR Committee member will make an on the-spot decision regarding conflicts not covered under these rules!
Postponement of matches causes delays in reporting of team standings and individual ratings across the entire Affected Division. For this reason, postponements must be avoided and should only be utilized as a last resort. Identifying suitable substitutes or playing handicapped may avoid postponements. Matches may also be rescheduled to take place before the scheduled Tuesday match time with the agreement of both team captains.
A prerequisite for any rescheduled match is the agreement of both Team Captains. League schedules predetermine a regular match play on Tuesday evenings at 7:30PM. Opposing teams often find it difficult to assemble their players at a different time and have no responsibility to agree to a rescheduled date or time for play. In the event no rescheduled match time is agreed to, the match must be played at the originally scheduled date and time.
If a player gets sick or has an emergency that causes them to leave the match, the captains can postpone the match for a later date. If this is agreed upon, the play will pick up where it left off using the same players. The score sheet must reflect these circumstances.
If agreement to reschedule is reached by both Team Captains the following requirements apply:
The make up match must be played within one week of the original schedule date.
The Home and/or Visiting Team Captains must call the League Chairman, at the phone number provided in the Captains’ Handbook, to notify him/her of the reschedule.
A score sheet MUST be dropped off by the regular deadline noting the circumstances of the reschedule and noting the agreed to date/time/place of the rescheduled match. Both Captains, or a designee from the teams, must sign the score sheet agreeing to the reschedule and the make up date/time/place.
After the rescheduled match has taken place, a score sheet will be dropped off by the following night at a designated drop off point. The original schedule date should be on the score sheet. The Chairman and Statistician will be notified of the time and location of the drop.
In case any match is not played due to the failure of a team to present a legal line-up (See Section 14) at the scheduled match, or an agreed to rescheduled match, the team/teams not showing will be dropped from the league for the remainder of the season. All points accumulated by the dropped team(s) or in play against the dropped team(s) during that leg of play will be deducted.
A legal line-up shall consist of two players – One (1) team roster member and One (1) substitute. If “team A” has three players, the roster will be written up and “team A” will give up one 501 match and one cricket match. The doubles will be played by having two players play two players and the single remaining player on “team A” playing two players on “team B”. Example: [ Team B wins the diddle – one player from Team B throws, then the player from Team A throws. Player #2 from Team B throws. Team A loses the next turn and player #1 from team B throws, etc.]
This also applies for the 1001 team match.
If a player should arrive late and the roster has been listed, then the late player must wait for the next event before they may play, except if there is a sub playing and then the late player is not allowed to play at all.
It is the Home captain’s responsibility to drop off the score sheet at one of the designated places (to be named at the captains’ meeting) by 8 PM on Wednesday following Tuesday night league play. The Home captain is also responsible for making sure all moneys are in the form of a check/money order and any QCDA membership applications are attached to the score sheet.
If the score sheet is not at the drop off by 8:00 PM Wednesday (following Tuesday night league play) there will be five points deducted from the team accepting the responsibility for dropping off the score sheet. If there are no signatures accepting the task, the penalty will be applied to the Home team. The Statistician will deduct the points immediately. The penalized team captain may appeal to the league committee if they feel there is a justified reason.
A Rating Committee consisting of the League Committee Members and other volunteers as approved by the League Committee will establish Player ratings. The Rating Committee members will be posted with the weekly stats. All unrated roster members must be rated no later than one week after the deadline for league signups. A minimum of 2 Rating Committee members must be present in order to rate a player. Rating sessions will be held at designated bars/pubs before their weekly draws, at the monthly League Committee meeting, and the Saturday one week after the league signup deadline.
The 2 Rating Committee members must agree on the division assigned to the player being rated. The player’s rating will be the average rating for the assigned division from the prior season’s league ratings.
Ratings will be assigned by having the person being rated play matches of cricket and ‘01’ against players chosen by the two Rating Committee members present. The Rating Committee members will then assign a division rating to the player.
Rerating will be allowed without application to the League Committee for members who have not played or subbed for two (2) consecutive seasons. Members who have played or subbed in the last two seasons must make written application to the League Committee stating their reason for requesting a rating change.
The League Committee administers the QCDA City Championship.
The City Championship will be held seasonally at the bar that holds the cup. The Championship consists of the 1st place four-person team from each division playing a Round Robin match. The teams will be notified by phone or mail of the date that the matches are to be played. The matches will be held on a Saturday within four (4) weeks after the regular season ends. The time will be at 2:30 pm, the date will be determined by the League Committee.
QCDA rules will apply, except that subs from your division can play or someone that has subbed in your division. Compliance to the 100-point rule will be enforced, except for division 1.
The format will be round robin “01” , free in double out, three games per match as follows:

The team with the most points will be the City Cup Champion.
Ties will be broken by best 2 of three “701”.
The bar that sponsors the winning team will hold the cup and host the next Championship.
